Gen3 Admin Financial Controls Tenant Billing Analytics
- Confirm Financial controls billing is enabled and infrastructure credits are funded on Financial Controls.
- Verify the deployment has an active enterprise license on License — tenant owners only see the Billing observability tab when
enterpriseLicensedis true. - Ask a tenant owner to open Management → Observability in the tenant app and select the Billing tab.
- After policy or pricing changes, compare Control Panel posture (Infra Credits, thresholds, model and storage pricing) with the tenant Infrastructure credit status cards.
Control Panel operators configure deployment-wide billing policy; tenant owners consume read-only analytics that explain how that policy appears in day-to-day usage. When pricing, base fees, or storage meters drift from reality, tenant owners see misleading Remaining Budget, Amount Spent, or Projected infra credit burn even though inference is healthy.
Use this article when you need to validate operator policy from the tenant-owner perspective without signing into the tenant app yourself.
Tenant Billing analytics live on the tenant app Observability route (/observability, Billing tab). The tab is tenant-owner only and requires an enterprise license. Tenant managers and tenant users do not see this tab.
Control Panel operators still own all configuration on /dashboard/billing (Financial Controls):

The Billing tab summarizes infrastructure-credit posture for the selected observability time range:
- Infra Credits — configured pool amount mirrored from Control Panel policy.
- Remaining Budget — infrastructure credits not yet consumed against the pool.
- Amount Spent — total drawdown with sub-lines for Base fees, Inference, and Storage.
- Projected infra credit burn — forward-looking projection rows based on recent usage velocity.
- Budget meter — visual usage percent with warning, critical, and hard-stop markers aligned to Control Panel thresholds.
- Breakdown charts and tables — spend by model (searchable, paginated bar chart), user, managed group, and manager where the deployment attributes those dimensions; storage and multimodal sections when meters are active.
- Financial attribution → Top users by inference spend — searchable, paginated bar chart with display names and emails (not raw UUIDs). Click a bar to apply the top-bar User filter when your role allows.
The selected timeframe banner shows inference spend, total tokens, and multimodal request counts for the filtered window. Tenant owners can narrow Billing source to Web UI (source=ui) or GT API (source=api) when the deployment exposes that filter.
- Save pricing or balance changes on Financial Controls.
- Have a tenant owner refresh Observability → Billing (or change the time range) after settled usage catches up.
- Confirm Infra Credits, Remaining Budget, and Amount Spent match the policy you expect.
- Spot-check a high-traffic model row against Model Pricing and Provider rate cards.
- When retention pricing changed, confirm storage subtotals against Storage pricing.
- Under Financial attribution, search Top users by inference spend by name or email and paginate through the full attributed user list.
- It does not edit billing policy, prices, or enforcement — use Control Panel Financial controls.
- It does not replace CTP Helper Usage or tenant GT Helper observability tabs for instructions-helper traffic.
- It does not activate licensing — use License.
- Review tenant Billing after major model-catalog or rate-card updates so owners see trustworthy breakdowns.
- Treat Projected infra credit burn as an operational signal, not a billing invoice.
- Document internal chargeback rationale in Control Panel Financial details notes, not in tenant-visible copy.
