Home Front Command Notificator version 2.2.5

🔧 Bugfixes:

• Reworked the way active districts work, each distritct now has its own active timeout (1 minute before able to be alerted again, not including the alert being active from HFC itself)
• /info is now asynchrnous to try and mitigate lag
• Proper format for time active (client and system)
• Smol README changes
