Home Front Command Notificator v2.2.6

This is an amended release of the previous v2.2.6 release. The bot should now no longer run the same cog twice.

☑New features:

• Improved logging utilities:
  • Dates in terminal log should now be more readable
  • Bot now automatically logs to files

🔧 Bugfixes:

• Security layers to prevent multiple alerts from being sent:
  • Bot should no longer run the update loop too quickly
  • Bot should no longer run the Notificator cog more than once
• Updated the link for the /latest command request

🧩 Additional changes:

• Changed alert text from "נכון ל" to "זמן התראה"
• Reformatted the loop checking for updates
