Resume transiently failed sub-agents from their saved transcript instead of starting over.

Added

• subagent resume, the /subagents roster, and the worker thread can resume a transiently failed sub-agent from its saved transcript and native session id, continuing the same conversation. Resume is bounded to three attempts per run and requires confirmation.
• Only transient provider failures with an intact saved transcript are eligible; eligibility surfaces on subagent list, status notices, and thread actions. Missing, replaced, empty, or unreadable transcripts are refused, so resume can never silently relaunch a different conversation.

Fixed

• Failed runs stay out of pi:background-tasks sidebar snapshots, and settled runs publish endedAt, so dashboards such as Slate stop counting wall time for failed work.
