Very simple PR. Moves the two example pip files into a new folder called plotting_files, with the intention that any other plotting scripts we want to ship with gambit can go there.
I did this because everytime I want to run spartan.yaml, I like just typing "spar" + tab, and get mildly annoyed that it doesn't fill the whole thing.
Because this was just a personal preference, feel free to disagree and just delete the branch and PR if you disagree.
