Release 1.1.1

The release workflow refuses a tag that disagrees with
workspace.package.version, because self-update compares the two and a
binary reporting an older version than its own tag offers the same
update for ever.

Cargo.lock carries the workspace crate versions too, and CI builds with
--locked, so it has to move in the same commit.
