Remove the startup heartbeat

It existed to prove the camera hook was executing, which it did. Normal operation now logs
the version and load path, the feature states, and warnings only when something is actually
wrong; the rest needs debugLogging.

The pre-existing zoom floor value is still tracked and now reported in the debugLogging
line, so a mod competing for m_minDistance stays visible rather than the log only echoing
our own write.
