Allow publishing a release from a manual workflow run

Running the Build workflow by hand with a release_tag creates that tag
on the built commit and publishes the release with all three
downloads, so a release no longer depends on getting the tag right in
the web form. Tags without a leading "v" now trigger the release build
too.
