Debugging skill restructure: single thread plus triggered gates
systematic-debugging main body shrinks from 11977 to 10874 bytes (hard ceiling 12000; back inside the target band): Change Necessity fields, Minimality Check fields, and both Pre-Edit templates move to a new Pre-edit gate detail section in advanced-debugging-governance.md; the main file keeps trigger lines only. TDD route paragraph compresses to a one-line pointer at test-driven-development; two restating sentences are removed. All test-locked vocabulary stays in the main file; no test contract changes.
Scope guard added in v2.9.9 follow-up: minimisation narrows the repro, never the fix scope -- still drill upward to the canonical owner; the minimised repro is the test input and the correct seam is the test placement.
No behavior change: same gates, same triggers, less must-read text per injection.
Verification boundary
Version-bump audit passed: 8 declared manifests in sync at 2.10.0; no undeclared references.
