DeepSeek Harness 注入延迟到首个 promotion 信号，兼容锚定预设

• DSH bundle 不再在 agent/session-start 同步注入 using-aegis bootstrap，避免污染首轮请求的零注入基线（修复 issue #19 的锚定复现失败）。
• 每个 startup/resume/clear/compact 边界只 arm 一次待注入；在会话首个 durable promotion 信号（tool/call 或 assistant/message）之后才通过 agent.inject 交付一次，保证每个 gated epoch 的首个模型请求保持零注入。
• compaction/end 会重新 arm；subagent 与无稳定 session.id 的会话跳过；explicit activation mode 行为不变。
• 更新 docs/README.deepseek-harness.md 及 host compatibility / known limitations / release checklist / trigger-health 文档；确定性测试与 62 项 e2e boundary check 通过。
