Point factory conformance-gate test at the moved pms-viewer paths (#601)

PR #589 moved the Studio/plugin conformance tests in
scripts/fabro-validate-impacted-if-changed from packages/viewer to
packages/pms/viewer but left this test's expected command paths at the
old location, so 4 of its 7 cases fail on main. No CI job covers
packages/factory, which is why it slipped through; it surfaced in the
release skill's full local test gate.

0.17.1 changelog entry covering the Claude monitor's plugin/ax
