feat(cli): add publisher publication lifecycle

Summary

• add typed owner withdrawal, lifecycle decision, appeal filing, and appeal history client operations
• add frameshift publication withdraw, decisions, appeal, and appeals with retry-safe IDs and bounded keyset pagination
• document the publisher lifecycle commands
