Project State Governor v1.0.2 fixes the two remaining scoped-governance review defects.

Fixed

  • Include an existing candidate directory itself and all nested applicable AGENTS.md files before recursive inspection, mutation, move, or deletion.
  • Add PAUSED to the canonical milestone lifecycle.
  • Includes the previously unreleased workstream terminal-state and hard-boundary clarifications.
