The OpenTofu-managed tailnet OAuth client (GilmanLab/aws network/tailscale) holds tag:subnet-router only, so it cannot create the federated identity that enrolls the GilmanLab/agentcompute image-publish workflow as an ephemeral tag:sandbox node (Tailscale rejected the create with "requested tags [tag:sandbox] are invalid or not permitted"). Adding tag:subnet-router as an owner of tag:sandbox lets that client mint the credential. It does not change what tag:sandbox nodes can reach (cluster API on 8443 only).
