[BUG] bpkg global install not working

From reading https://bpkg.sh/guidelines/ note that we do not include the install script section required to successfully complete a global install.

This is mostly a misunderstanding of what "global" means in bpkg contexts. What we're really saying is "user global", aka ${HOME}/.local/lib/ rather than the slightly odd bpkg "non-global" ${HOME}/deps/

So, bpkg.json will be updated to set global to true and include a basic install script to properly ensure that the logger goes to ${HOME}/.local/lib/bash-logger/logging.sh

True, system-wide, global install is not really in the scope of bpkg unless it is installed for the root user (or with sudo) and as such the guidance would be to follow other, more common methods for sourcing the latest release and storing it wherever is desired.
