BREAKING CHANGES

• policy network endpoint enums now use their proto spellings.
  access takes NETWORK_ACCESS_PRESET_* (was "read-only"/"read-write"/"full"),
  enforcement takes NETWORK_ENFORCEMENT_MODE_* (was "enforce"/"audit"), and
  tls takes NETWORK_TLS_MODE_*. Consumers constructing policies — including the
  exported policyTemplates and emptyEndpoint — must update: the old lowercase
  values are rejected by the gateway. Delete endpoints also gain an "outcome"
  field, and "deleted" is now false when a deletion was only accepted for
  asynchronous cleanup rather than completed.
