Adds tenant- and ResearchStudy-scoped asynchronous conversion job search as a FHIR-like Task searchset Bundle, with flat claims synchronized through gdc-data-utils-py 0.1.1. Enforces dataconv.read authorization, bounded pagination, deterministic newest-first ordering, and exact tenant/study isolation. JSON:API remains a possible future edge adapter rather than the canonical job contract.
