TUI Onboarding Improvement

When selecting "Local models" in the onboarding wizard, users now see a choice screen:

How would you like to set up local models?

▶ I already have a local server running (Ollama, LM Studio, etc.)
  Set up Ollama for me (install + download a model)

• "I already have a server" → proceeds to URL entry as before
• "Set up Ollama for me" → jumps directly to model selection and pull, skipping URL entry

Replaces the previous static "Run: ratchet provider setup ollama" guidance text with an actionable in-TUI flow.
