Minor Fixes

• Fixed and re-enabled charge conservation matrix calculation on the GPU
• Flipped mu in get_dyn_state (thought it was after the invert_direction, but it isn't). This may flip J around line cores in anistropic cases, but shouldn't have any meaningful effect on populations/ray output
