Added support for detailed static atoms

Based on the underlying Lw implementation, allows the populations for a species to be fixed (even with weird non-physical atoms with e.g. lines removed). This allows for investigation of pumping/photoionsation effects.
To support PRD on transitions on detailed atoms, Ligthweaver >0.10.0 is required.
