Initial repo scaffold: scribe-mode skill + per-skill release workflow

Adds the scribe-mode SKILL.md, a GitHub Actions workflow that builds
a correctly-structured release ZIP on tag push (<skill>-vX.Y.Z), and
a release.sh helper to cut a version in one command. Git tags are the
sole source of version truth — SKILL.md carries no version field.
