Accept new comment formats in hostname validation test

Update /etc/hosts entry validation to support both the updated comment formats ("# Added by Google - Hostname" and "# Added by Google - MDS") and the legacy comment ("# Added by Google"). Also move the scanner error check outside the scan loop.
