Allows simple drag-and-drop or CLI encryption/decryption of DS3 params (Data0.bdt) and ER params (regulation.bin).

(Does not do anything else: no DCX decompression, Binder unpacking, etc. Use Soulstruct, SoulsFormats, etc. for that.)
