What's Changed

• launcher: optional auto-resume of a running app on start by @sh00bx in #17
• hid_passthrough: auto-plug recognized controllers on stream start + hotplug by @sh00bx in #19
• NTSC refresh rates: when you pick 60 or 120 FPS, the host is told 59.94 Hz and 119.88 Hz for better sync with LG TVs.
• 144 FPS and other rates: fixed incorrect 119.88 Hz being sent when 144 FPS was selected.
• Stability: fixes when launching Desktop/games and when reconnecting without restarting the app.
