feat: Enhance version checking and update project version

- Enhance `DeviceTool` with new methods for version checking:
    - Add `isAndroidVersion`, `isMiuiVersion`, `isHyperOSVersion` methods with a `RangeModeFlag` parameter to allow for more flexible version comparisons (e.g., greater than, less than, equal to).
    - Add `isSmallHyperOSVersion` to check specific small versions of HyperOS.
- Make `RangeModeFlag` in `RangeHelper` public.
- Update project version to `v.2.1.3` and `versionCode` to `2025052800`.
- Fix typo in `CoreTool.hookMethodIfExists` by calling the correct internal method.
- Minor code cleanup in `HCBase.java`.
- Update Proguard rules to reflect changes in `HCState.java`.
