Fixed

• Repair installations that reached HQBase 1.3 without completing the signed post-deploy database
  phase. This fixes connection loading errors while preserving mail, drafts, labels, grants, and
  other workspace data behind a new D1 recovery checkpoint.
• Replace the frozen customer-repository update command with a signed canonical updater after owner
  approval. Managed updates no longer depend on patching or synchronizing each customer source
  repository.
• Test releases through the oldest supported updater, then verify both migration ledgers, the final
  schema, preserved data, required Worker bindings, and an idempotent same-version retry before
  publication.
