Universe_Pause(<bPause>, <fNumSeconds>)
Pauses the universe for <fNumSeconds>, and then unpauses it.
Note: not sure why the first argument is necessary, unless the function works in the reverse manner, as well. -Mikali
<bPause>: 0 = disable, 1 = enable.
<fNumSeconds>: the duration in seconds of the pause.
