SobGroup_SetBuildSpeedMultiplier(<sSobGroupName>, <fNewMultiplier>)
Sets the build speed multiplier for all build-capable ships in <sSobGroupName>.
Returns the old multiplier.
<fNewMultiplier>: default is 1.0.
