Fixed

• The Windows installer stages what the macOS one stages. It was extracting
  32,000 files and 524MB — node_modules\json-schema… under NSIS's progress bar
  — because the two launchers were two copies of one staging rule and only the
  shell script had been fixed. The rule lives in one script both call now, and
  the tree it produces is 1,286 files and 89MB. 0.20.11 installs correctly and
  slowly; this one installs correctly.
