Fixed

• The Windows release publishes. 0.20.7 came out for macOS alone: the job
  that uploads the installer expected a *.nsis.zip beside the setup.exe, which
  is the layout Tauri v1 produced — this bundle is v2, where the setup.exe
  is the updater artifact and carries its own signature. The guard failed a
  bundle that was complete, and the manifest job never ran. Nothing about the
  app changed here; the tag exists so the release could be cut again without
  moving one that had already been pushed.
