chore: Optimize encrypted file processing logic

Update the file decryption process in OptimizationHandler. Now, the processing logic first skips the encryption mark and then uses the decrypt method to decrypt the actual data. By adjusting the byte array operation and method call order, the code readability and processing efficiency are improved.
