Update to GCC/GDB 13.2, LLVM 17

This is a version bump release, updating to:

• GCC 13.2
• GDB 13.2
• LLVM 17
• Go 1.21.0

Switched to GCC 13.1

Switched to GCC 13.1 with Debian Bookworm as the base.

There is something weird going on with llvm install script, and for now, it needs to be run in two stages with a manual apt-get update in between.

Added GDB 13.1 built from sources
