• Windows 上重复进程堆积（#2）：判官服务不再设 SO_REUSEADDR，且端口在 checkpoint 加载之前抢占；重复启动在 bind() 内约 1 秒失败退出，不再各自常驻 ~2.9 GB
• 桌面版档位芯片显示「AUTO · 离线」（#3）：CORS 前缀白名单补上 dsh-app:// 与 http://[::1]:，仍不使用 *（/state 会回显任务文本）
• 行配置的 mode 真正生效：mode: manual 之前是死配置（apply() 硬编码 auto），现在由 mountMode(cfg, spec) 决定初始档位

• 新增 service/http_guards.test.py（纯 stdlib、不导入 torch），接入 CI

Judge checkpoint for the dsh-router-laya auto-tier plugin (7-question fine-tune, Q7 consistency 99.0%).

Assets are fetched automatically by npx dsh-router-laya setup (source 1 of 3; HF + hf-mirror are the fallbacks). sha256 manifest ships in the package at weights/manifest.json.
