Project Telos MCP/workbench v0.1.0

Project Telos MCP/workbench public baseline.

This release establishes the current public Telos MCP surface for Glama and directory listings:

• local-first stdio MCP/workbench package metadata at 0.1.0;
• 23 Telos tools with descriptions that state use case, side-effect boundary, auth boundary, and return shape;
• five-flagship public positioning across gather, index, forum, crucible, and telos;
• local demo/status/freshness/action-receipt surfaces for manifests, context envelopes, route ledgers, creative/research lanes, and verification packets;
• FSL-1.1-ALv2 license metadata for scanner visibility.

Maturity boundary: source-visible, local-first, active development, author-tested, seeking external verification and real workflow testing. No independent audit or production certification claim.
