dsh-control-plane v0.1.0

Initial public release of the local-first dsh-control-plane Bundle for DSH 0.1.0-rc.8. It provides allowlisted Runtime adapters, Profile/Preset/Session contracts, plan and knowledge-reference projections, and a disposable offline verification path. The package is public safe-core only: credentials, local configuration, raw Sessions, and private knowledge are excluded.
