dsh-uvm v0.1.0-alpha.1

First public alpha of the DSH-native uv environment manager.

• uv-first toolchain: doctor, create/remove envs, install/uninstall, requirements sync, in-env run (60s cap, 512KB output cap)
• pip fallback when uv is absent; conda listed read-only
• M2 project sync: static pyproject.toml + uv.lock parsing with dry-run diff preview (installed / missing / drift) before applying; zero network in preview, auto-skip when satisfied
• loopback + same-origin guards, shell-free spawn, input allowlists, capped request/response sizes
• 18 automated tests + isolated real-DSH verification (DSH 0.1.0-rc.6, macOS, uv 0.11.19)
