Bump Versions and remove jcenter

Forked master of original Repo and removed jcenter and bintray and bumbed some versions to build version 1.9.13 which were only released in jcenter and manually create this release with a local build file.
Regarding changelog theoretically there is no difference between 1.9.13 and 1.9.8 which should be available in mavencentral
