ci: GitHub Actions 自动构建 + tag 触发发版

- 新增 .github/workflows/ci.yml：push main / PR 跑 typecheck + build 防回归
- 新增 .github/workflows/release.yml：推 v* tag（或手动）在 macOS arm64 runner
  打包 dmg/zip 并自动创建 GitHub Release
- electron-builder publish 指向 GitHub provider（publish: null → github）
- 修 packages/core claude-config.ts typecheck 报错（stripModelSuffix 参数放宽
  为 string | undefined），否则 CI 直接红
- docs/BUILD.md / README 补充 CI 与发版流程、可选代码签名说明
