Kotlin Toolchain Setup — initial stable release.

  • Install a selected Kotlin Toolchain version or detect the project wrapper pin.
  • Verify wrapper downloads and provide native Windows, macOS, and Linux launchers.
  • Cache CLI distributions, dependencies, and JDKs with restore-only PR defaults.
  • Verified fresh-job cache restoration and default-branch cache reuse from a feature branch.
