Kotlin/Native data caching is now enabled by default. Native projects can use setup-ktc without maintaining a separate cache step for ~/.konan.

• Restore and save native data in ~/.konan, or an existing absolute KONAN_DATA_DIR.
• Keep native data in a separate cache namespace with the existing OS, architecture, toolchain, configuration, and restore-only policies.
• Disable only native caching with cache-konan: false, or disable all caching with cache: false.
• Read the new konan-cache-hit output to see whether the exact native cache key was restored.

Validation includes 16 unit tests, Linux/macOS/Windows fixture builds and tests, and native/toolchain cache save-and-restore checks across fresh jobs.
