release: publish bim-bro.exe driver asset on v* tags (#12)

Add a tag-triggered release workflow so `bim bro` can ship to bim-cli installs.
bro is already a conforming bim-cli JSON-RPC driver (passes `bim driver-conformance
bro`, 17/17) but had no release, so bim-cli could not pin it.

The workflow builds the bim-bro.exe SEA on windows-latest (the SEA bakes the host
node.exe and cannot be cross-compiled), verifies the tag equals the driver's own
self-reported version (guards the pinned-driver describe:version-matches-pin check
against the real artifact), packages bim-bro-windows-amd64.zip -- the asset name
bim-cli's release CI fetches -- and publishes it to the GitHub release.

Next: push tag v0.1.0 to cut the release, then pin bim-bro @ v0.1.0 in bim-cli's
driver-pins.json.
