0.9.0 "Cargo"

The harness travels with its ledger. The RELEASES DB system (the releases_app.py CLI, the merge resolver and the FAQs) and the GH-103 HTML timeline generator (utils/timeline/) ship inside every vendored .xyz/ payload. They are an optional add-on that is never wired in by default: a "when you're ready" module that a target repo turns on by running releases init itself.

Exit criterion: a repo vendored with xyz-vendor.sh can, with zero extra downloads, run releases init/add and export_timeline.py --preview from .xyz/ against its own root, and xyz-sync.sh update preserves the target's ledger state (the GH-312 preserve list). Nothing runs until the user invokes it. Covered by gh105-vendor-releases-addon, gh107-timeline-json-seam, gh103-timeline-exporter, gh349-releases-roadmap-vendored, gh197-vendor-tier-split and gh312-vendor-preserves-state.

This is also the first promotion of main since 2026-08-17. main was fast-forwarded to development at the tagged commit, with hosted macOS promotion evidence for that exact commit (below).

Promotion evidence

  • boundary-macos on the push to main: MACOS-BOUNDARY: green a076b1b117a68252dc3d9d1c4901b0c31fcb4db3. validate.sh --sequential passed 422/422 on hosted macOS in 78 min with 0 re-runs (CI run 36184841355).
  • Last landing before it, 31a42867 (#826): hosted wave-reconcile qualification 422/422. The GH-784 promotion QA receipt is Codex Approved (relay-system/2026-09-25/gh822-promotion-qa.md).
