v4.5.0

Reconciles GitHub's release history with what's already live on npm — thesmos-governance@4.5.0 has been the published latest dist-tag on the npm registry; this backfills the matching GitHub tag/release.

Note on repo history

While investigating this gap, we found the previous v4.4.0 tag points to a since-superseded line of history that diverged from main after the 2026-06-20 "911 rules" commit — the same feature work (Themis Rising, Olympus Rising, Feel the Gods, the 67-agent headcount decree, etc.) exists on both sides under different commit SHAs, consistent with a history rewrite at some point after that tag was cut. No work was lost — it's the same content, replayed. v4.4.0 is left as-is; this release targets current main, which matches origin/main and what's live on npm.
