Detect Hosting limit exceeded

Outstanding unpaid Hosting invoices exceeding the specified threshold are detected, allowing the Envoy to detect this case, and cause Hosting to cease.

• Presently, all invoices are considered unpaid, until bridging with HoloFuel to detect payment status is implemented.
