Homebrew fails to install on clean Sierra 10.12.2 #1779

Trying to install Homebrew on clean Sierra install on Vagrant virtual machine. Unlike #1726 downloading the command line tools seem to succeed. However the xcode-select --switch fails because /Library/Developer/CommandLineTools does not exist.
