Homebrew fails to install on clean Sierra 10.12.2 #1779

Trying to install Homebrew on clean Sierra install on Vagrant virtual machine. Unlike #1726 downloading the command line tools seem to succeed. However the xcode-select --switch fails because /Library/Developer/CommandLineTools does not exist.

This seems to be problem on Apple's side after all. Running the install command couple of times and sometimes it succeeds. When it succeeds output of downloading CLT is different.
