How to setup HubBasePE separately:

See Requirements page and install the required programms.
Go to Latest Release and download the .tar.gz, or if you have pip use:

py -m pip install HubBasePE

You have successfully installed HubBasePE!

With HubBase:

Use HubBase - It will auto-install HubBasePE
