The porting template caps the Defect Synthesis at one screen, while the spec phase requires every defect to carry a disposition it can design around. With 78 raw findings both cannot hold. The self-audit chose completeness and recorded a decision; the template should say which wins (or allow grouping lows by root, which is what the host did).
