Dynamic Tooltips 1.3

This is the Renpy 8.3+ fixes for the tooltip to respond to transform events and allow empty lists to be shown.

The py3 version will now have "py3" removed as renpy will(hopefully) be stopping py2 support soon. I will update and fix py2 until it's discontinuation, though.

1.3-py2: Update DynamicTooltips.rpy

This includes the two minor fixes for the tooltips to allow transform events and display empty lists as text.
