This PR updates last year's github actions workflow that build the backend. This new version correctly compiles the backend binary for all common 64 bit architectures and OSs (linux, windows and mac).
The output of the workflow is an artifact that can be downloaded as a standalone binary or used on other workflows. The workflow can be triggered manually or by other workflows.
