Split a video should be interactive

Enable the splitting of a video in a simple and visual way.

Currently:
Manually entering the timecodes defining the segment (e.g. 00:03:09.000 --> 00:03:15.000)

Desired improvement:
Press a button below the video:

• One click => define the timecode of the start of the segment
• Second click => define the timecode of the end of the segment AND opens the comment editor for the segment.

It will only be visible if the video has an open annotation.

To go further, please consider the rules given in your course:

• A verb should not be used for a developper's action but for user's action,
• A FEATURE should begin with a user action,
• A FIX title should include either should (for software behavior) or may (for formerly unexpected user input).
• An IMPROVEMENT title should include should.

Note also that it is not exactly the video that is split: it is related to video fragment annotation. The equivalent for text is called Comment the selected text....

Either you consider as the ticket as the IMPROVEMENT of an existing FEATURE (but I cannot see any related exactly to this in the history or in scenarios, only "show fragment" not "create") or, probably better, you consider it as a brand new feature. 🚀
